The pace bowler has taken 309 Test scalps in 71 five-day games with an average of 22.10.
The Australian chair of selectors Bailey has stated that skipper Cummins will have a crucial role in the forthcoming England-Australia contest.
There were concerns that the veteran bowler might miss the series due to a persistent back stress problem that was still troubling him.
Initial reports from the Australian camp suggested no final decision had been made regarding his involvement, with the extended contest set to start on the 21st of November in Perth.
Bailey expressed that his recovery is on track and remained hopeful about his chances of participating.
"It's clear that the window is narrowing and there are permutations involved, aside from the back issue, but additional elements," he commented.
"It's positive. We firmly believe that he will feature a key capacity. Hopefully from the opening match. Otherwise, then we'll pick it up."
Previous Setbacks
Cummins was ruled out Australia's limited-overs series against both Asian and Trans-Tasman rivals recently after scans revealed a stress reaction in his back.
He has a history of spinal problems, with setbacks in multiple past seasons forcing him out of several home seasons in four years.
Cummins stated he would be proactive in his approach in his recovery plan to secure his spot for the Ashes.
The selector indicated that it was unclear if the captain had resumed bowling as part of his recovery but admitted it was "becoming urgent" for him to be fit for the first Test.
Backup Options
Should Cummins not be fit, ex-skipper Smith will take over the captaincy.
The talented all-rounder was withdrawn recently from Australia's squad for their ODI contests against the Asian giants as a safety move because of an abdominal issue.
The selector characterized it as a "small issue and stated that Green will play in the state-level matches, so will be "in a good place to resume bowling."
"We put so much time has gone into creating the schedule for him to take part for the first Test as an all-rounder," the selector detailed.
"He was only going to play the first two ODIs regardless. His aggressive style the willow in shorter formats, even if it just sets him back for a short period, we just made the decision to adopt a safer strategy."
